Why We Offer Audits
For years we received calls from communities trying to figure out the best path forward to improve their development regulations. Additionally, we frequently find zoning ordinances that have legal deficiencies and content that hasn’t been relevant for decades. For these reasons and more, we started providing low-cost audits which give an honest, objective assessment of a community’s development regulations.
What's Included?
Ground Rules will review at least 21 different facets of a Zoning Ordinance. Some of the components we evaluate include:
Content and Best Practices
- Mix of zoning districts and how they’re applied to the zoning map
- Use of use-specific regulations
- Permitted uses per district in regard to best practices
- Missing and unnecessary development regulations
- Clarity and inclusion of necessary processes
- Use of terminology that’s obsolete or used inconsistently
- Ease of finding content and overall user experience
- Use of tables, graphics and illustrations
- Inconsistencies and conflicting regulations
Technical and Legal Interpretation
- How enforcement provisions are written and used
- Regulation of signs
- Regulation of sexually oriented businesses
- How uses, lots, and development standards are grandfathered
- Legal foundation of the zoning ordinance
- Use of special exceptions and/or special uses
- Verify terms used in a special sense are included in the definitions
- Compliance with recent statute updates and case law
- Penalties and inadvertent illegal takings of land
Cost of an Audit?
A complete audit typically includes reading the zoning ordinance, rules and procedures, and meeting minutes from recent plan commission and board of appeals meetings. Therefore, we spend 10 to 16 hours on an audit, sometimes a lot more. For these reasons our audits typically cost $2,000 for small towns and rural counties, $2,750 for small cities and urbanizing counties, and $3,500+ for mid-size to large cities. However, through the end of 2026, we’ve chosen to discount our audits as a way to support small and struggling communities. Therefore we’re offering a 40% discount for villages, townships, towns and cities with populations less than 25,000. The discount is also applicable to rural counties. Communities larger than 25,000 can still get a discount, but the percentage will be based on budget limitations, current population, and need. Essentially, we want to prioritize our time on communities most in need of financial assistance. We reserve the right to limit the total number of audits if the requests exceed our capacity to fulfill our previously contracted obligations. If we cannot accommodate a request in 2026, we will extend the discount into 2027 for those that indicated interest in that service.
